Vortex installs on my C drive instead of D drive. Gets full and wont move.

Hello, I am having issues. Currently I am installing a mod collection and midway through it stops me and says I do not have enough disk space. It should be installing to my D drive but it shows in my C drive as well. I also appear to have my 800 mod Skyrim list in the C drive when i inspect it. I only have 200gigs on my C drive so I only use it for system stuff. My D drive is a 2 terabyte HDD that I put all of my games on. The mod staging folder is on my D drive but my download folder is on my C drive. When I try to move it it will freeze up. How do I fix this?
