On mission failure:
- Panic is applied to the affected country on Classic difficulty and below.
- Panic is applied to the affected continent on Impossible difficulty.
Where to edit the values
FC mission rewards are defined in the XComStrategyGame.upk >> XGFundingCouncil().BuildMission() function. There is a large switch/case statement, with separate cases for each mission ID.
